No kernel-devel-* package for 2.6.9-1.667_FC3?

I'm trying to build some drivers that require SCSI headers for
    an un-updated FC3 install. I couldn't find a kernel-devel package
for the FC3 base kernel (2.6.9-1.667_FC3).

    What's the workaround?

Install the kernel-2.6.9-1.667_FC3.src.rpm package? What is the
procedure to install that directly into place, rather than having it
    try to install into /usr/src/redhat/BUILD?

    Thanks,

    -Philip
