Suspect you got that from the PLD Linux distribution. Is it compatible?
I don't know....

Why don't you try grabbing

ftp://rpmfind.net/linux/fedora/core/development/SRPMS/dvd+rw-tools-6.1-3.src.rpm

And giving that a whirl.
