Yep it was my terminal. Damn putty and it not knowing everything before I
tell things to it. Now that I can read maybe I can learn how to write and
fix my codeing mistakes.

It's a UTF-8 quote character. Unset LANG, or tell your terminal
program to enable support for UTF-8 encodings.
If you do "echo $LANG" you'll see it includes UTF-8.
