I used to work at a Microplay store many moons ago.

I implemented a system that would allow this for the kids to come in
and play games on.

I used X10 and had a timer that automatically shut off the monitor
after their time was up. I had programmed in 15 minutes, 30, 45, and
60 minute intervals depending on what they paid for.

The downside was they didn't know how much time was left, but that
didn't matter to me.

But that doesn't answer your question, but maybe it will give you
something else to try.
