There are some serious politics going on around "the maintainer of
rpmlib" at the moment

I wasn't making a political statement - just that the latest progress
on bug 196590 seems to point towards a problem in rpmlib, and that's
as far as the problem has got - I probably shouldn't have used the
term "stalled", just that there's been no update on that.
