Does the directory /etc/yum/pluginconf.d exist?
Are you running yum as root?

Paul, I just gedit versionlock.list, hit return once to give it
something to read, and saved it. Now it's running just fine. Go figure.
Maybe it'll update itself or something. Hell, I'm happy. <boggles> Ric
