User Quota

How can I configure users quota on Fedora 5?
When I trying configuring I receive this message:
[root@ias ~]# mount -o remount /ftp
[root@ias ~]# quotacheck -avug
quotacheck: Scanning /dev/hda6 [/ftp] done
quotacheck: Checked 3 directories and 4 files
[root@ias ~]# quotaon -auvg
quotaon: using /ftp/quota.group on /dev/hda6 [/ftp]: Processo inexistente
quotaon: Quota format not supported in kernel.
quotaon: using /ftp/quota.user on /dev/hda6 [/ftp]: Processo inexistente
quotaon: Quota format not supported in kernel.
What´s wrong?
Packge instaled:
[root@ias ~]# rpm -qa|grep quota
quota-3.13-1.2.2
