hplip - failed to open file '/usr/lib/qt-3.3/etc/settings/qt_plugins_3.3rc'

When I run hp-toolbox on FC6, I get this message in the terminal:

QSettings: failed to open file '/usr/lib/qt-3.3/etc/settings/qt_plugins_3.3rc'

That is because of this:

-rw------- 1 root root 554 Aug 5 03:36 qt_plugins_3.3rc

Is there a reason why qt_plugins_3.3rc is set as rw for root only, or is this a
bug?
