udev hangs at startup; how to debug?

After updating a friends FC6 upgrade from FC4, which had gone a little awry, I'm left with a system that hangs at starting udev, shortly followed by init killing /sbin/start_udev and then a kernel panic.
Any ideas how to go about debugging this?
I've tried noprobe, nousb, nopcmcia, noudev to no avail. I can currently only get in via the rescue-boot off the install DVD.
