That was true before FC6. In FC6, system-config-printer is compatible
with
CUPS, and either can be used. Tim Waugh would surely have mentioned if

My experience for CUPS in FC6 was that it only worked using the web
interface as Aaron Konstam has said. I also tried at first to use the
system-config-printer tool with the same result of being unable to connect
to the CUPS server.This was rather frustrating as in prior FC versions I
never needed to use the web interface but using FC6 only this way seems to
now work and not the local tools to set up a local printer. Now I do have
the situation where CUPS seems to work and print jobs hit the queue then
finish...but the print job never gets printed.

So it seems that the the only way currently to add a printer is using the
CUPS web interface. I hope this helps you.
