This is a hardware problem not related to Fedora. Are the DIMMs
identical? Are they approved by the motherboard manufacturer?
Have you tried different memory sockets on the motherboard? How
about changing the memory timing in BIOS setup?

One module works. Two does not. The motherboard requires identical,
i.e. timing, memory modules.

Easy to verify. Go to the manufacturer's website and download the Users Manual.
