Try using an HTTP mirror instead of FTP. Maybe it's this bug:

Thanks Alexander, could you give me a few host and folders to try. I
do not know what to type in, when it asks for them. I know of the
Fedora site that holds the mirrors, I just don't know what information
to get to type in when the installation asks for host and folder.
