for me at least ctrl-minus-minus reduces the font, but not the window size.
actually, i was thinking: is it possible that your display is set at something
less than the optimal or before? Can you please check system-config-display.

Firefox and with Evince (PDF reader). Basically the bottom and the
right edge of the window is off the screen. I can manually resize it,
but how do I adjust it so it doesn't extend off the screen? My
