I think there are many, many, options. But quick searching reveals
http://linide.sourceforge.net/nat-traverse/ , which seems to do what you
need. I think if you follow the example "Setup of a small VPN with PPP"
then use SSH over the interfaces created that might work. Of course, I
haven't tested this.
