Not anymore. About 2 years ago they ported it to native linux:
$ file /opt/google-earth/googleearth-bin
/opt/google-earth/googleearth-bin: ELF 32-bit LSB executable, Intel
80386, version 1 (SYSV), dynamically linked (uses shared libs), for
GNU/Linux 2.2.0, stripped
Picasa for linux is still a Wine program, though.
