Todd, the gtk2-devel packages for i386 and x86_64 are installed, But I did

configure: error: Library requirements (gtk+-2.0>= 2.0.0) not met; consider adjusting the PKG_CONFIG_PATH environment variable if your libraries are in a nonstandard prefix so pkg-config can find them.
You either don't have gtk2-devel installed or the efax config check is
doing something silly or incorrect.
Look in config.log or config.status for more details on the failure.
You should be able to verify for yourself whether pkgconfig can find
an appropriate gtk package. I get this:
$ rpm -q gtk2-devel
gtk2-devel-2.12.8-1.fc8
$ pkg-config --modversion gtk+-2.0
2.12.8
Since you're using x86_64, you may want to tell rpm to show you the
architecture when you query packages. You can do that by adding this
to /etc/rpm/macros:
%_query_all_fmt %%{name}-%%{version}-%%{release}.%%{arch}
