Hello,Could be.
I have installed the Logitech Quickcam Messenger by using the kmod,
but only root can use the webcam. And I need to change the ownership
from rw-r--r-- to 766 rwx-rw-rw in /dev/video0 every time after I
reboot the machine.
Would any method can do this automatically every time when I reboot ?
Is is related to udev?

I also had the same problem with my ibm webcam. You must file bug
against it, so that the developers take necessary action against it.
Since this is selfhelp community driven os, we have to calibrate the diff
pieces ourselves or through proper communiation with others.
HTH!
