Realising that you've already solved your issue, but for the benefit of
future readers...

You should be able to do it the same way that you can do a fresh install
from an ISO on the hard drive. Put the ISO file somewhere that's
readable during the install routine,

besides the medium it's on.

Anywhere that's readable, and not going to get formatted during the
install routine. You're asked for the drive partition and directory.

e.g. You might preformat a /tmp partition before installation, put the
downloaded DVD install ISO file in there, and make sure that partition
is not reformatted or erased when you do the installation. Post
installation, you could write an fstab entry that mounts that partition
onto /tmp.

boot from the small net install / rescue disc, to start the
install/upgrade, and tell it where the big DVD ISO file is located
when prompted for the install source location.

I found boot.iso in the big file at /root/, and am in process of
trying to burn it to a CD; is that the right thing to burn?

It is possible to start an installation using that, but I was referring
to the small ISO file available from the various Fedora repos. Here's
what's available on one of my local mirrors:

The netinst.iso is a disc that can be used to install from a network, or
other locations. I think it offers more than just the boot.iso file
does that you mention (such as a rescue environment).
