You can tune the reserved size with tune2fs -m
I think 5% is excessive these days. I typically change it to 1% for most of my
file systems. The -m option does take numbers with a decimal point, so that
you can reserve less than 1% with the -m option rather than switching to
using -r to specify a specific reserve size rather than a relative one.
