As far as I know, it will give an error about not being able to set the
root password after installing the packages. I'll try to reproduce this
and file a bug if it should indeed not be required anymore.

No, was talking about current stable (F12). I'll wait for the F13 beta
(or until the policy hits F12 if that's earlier) and try again then.
