in linux, you can use wine with uharc.exe. uharc.exe has a cli and
runs in text mode.
You can find it by searching the web or microsoft.com.

If this is a DOS based program, which it sounds like, you might be better off using DOSBOX than using Wine. Wine's DOS implementation has much work left on it.

If this program does work with Wine, please advise.
