Has anyone any idea how to do the Policykit configuration without that
policykit conf file?
Try creating your own file:
/var/lib/polkit-1/localauthority/50-local.d/10-override-virtualisation.pkla
[Let me do virtualisation stuff]
Identity=unix-user:[user];unix-group:[group]
Action=org.libvirt.unix.manage
ResultAny=auth_self
ResultInactive=auth_self
ResultActive=auth_self
