maybe you need to edit:
/etc/sysconfig/dhcpd
and put
DHCPDARGS="eth1"
so dhcpd listen in interface eth1
or by example
DHCPDARGS="eth0 eth1"
if you need more interfaces served by dhcpd, adjust them as necessary
