the setting in the configuration file, at least on a per-user basis, but

your config in order for Gnome to be able to switch between them.
The keyboard applet used to work I could switch between French external
and UK internal keyboard on my VAIO. Upgrade to FC5 broke that and I had
to modify the keyboard layout in xorg.conf. On the fly screen switching
fro internal to external is broke too.
