There is a bug for this in bugzilla.

anytime soon. The bug was reported in early 2004 so this has beenFrom the comments it seems that this bug is not likely to be fixed
around for sometime.

Problem in gist:
In recent GNOME releases, 'Alt+Tab' does not seem to work
when any mouse button is pressed.
I can't remember a time when this worked.. But dragging the files to the
window list works (the window will raise when you drag files to it).
