There is a bug for this in bugzilla.

From the comments it seems that this bug is not likely to be fixed
anytime soon. The bug was reported in early 2004 so this has been
around for sometime.

I can't remember a time when this worked.. But dragging the files to the
window list works (the window will raise when you drag files to it).
