Is it possible to change the window menu in gnome? I want such a
behaviour like in Windows, e.g in PuTTY, where the window menu (which
contains minimize, maximize and such) is extended with many more commands.

It depends on the window manager you're using, which is defaulted in
gnome to metacity, so you should check both the documentation or ask
to the corresponding list, or you can try:
Desktop -> Windows
