multiple logins

I have build a 8 user multiseat computer with feisty and gnome.I can only
login 4 to 5 users .
For example:4 users are logged in,but user 5 can't(only desktop without any
toolbars after login),if I log out user 4,than user 5 is logging in and gets
the toolbars.
Getting no errors in xsession-errors.
Is there a setting for multiple simultainious logins?
