In my experience, configuring system defaults for all users in GNOME
requires jumping through ridiculous hoops. I'd be glad to be proved
wrong.

However, if you are looking for files to put in /etc/skel then
~/.gconf/desktop/gnome/volume_manager/%gconf.xml might actually work.

It looks like that file has the setting I need - I'll give it try
in /etc/skel. Thanks for the quick reply :-)
Rather than dumping files in /etc/skel, you could just take
advantage of the fact that GConf has a built-in mechanism
for setting default and mandatory settings for all users.
