I'm actually not sure why you don't get a sub menu then. Possibly you
have found a bug.
You could try searching for any filed bug reports about this, and if
none exists, file one yourself: http://bugzilla.gnome.org/
Sources for gnome-panel are available here, but if you have no prior
experience building from source, it might not be worth the trouble,
