Apparently this issue is specific to xterms. The session manager is
only restoring one xterm. Multiple gnome-terminals are restored
correctly.
Can anyone recommend as to how one can get xterms to behave correctly
with session management?

That doesn't seem to work for me. If I have a few workspaces with
multiple xterms, when I do gnome-session-save, logout and back in all
the xterms are gone except for one.
