Try something like this:
open Konsole
write
touch test.txt
check the permission and owner/group on this new file and compare with the
bookmark and kmailrc file

Hmm, I think it always opens in the folder where I closed it or at least the
inbox. Haven't seen the intro page for ages :)
But it could be related to your other problem with kmailrc
