Does anybody have an idea as to what is causing this? I got Slackware
10.2 packages directly from the KDE download site. In KDE 3.5.2 all of
this worked fine. But those packages were compiled from source. I can
always compile again, but I was hoping the packages would just work.

Well, I have another clue. I can't log in to any secure site and Kcontrol
just crashes if I open it and go to the security module. So, crypto is just
broken in these packages. Maybe they're built against an incompatible
version of OpenSSL or something.

Those are the same packages I used and they work fine for me.
