Yeah, but I dont like the sound even I am writing in the window that produce
the event.

It would be nice the sound *only* fires when the chat window is hidden or
minimized.

Should I have to added to the wishlist on bugs.kde.org ?

It doesn't look like you can raise the taskbar, but you can do various
things, eg play a sound, display a popup window, etc: look in
Settings->Configure Notifications in Kopete.

The notification type that allows to run an external program might have
the possibility to raise the kicker panel via dcop, the commandline DOPC
client.

Another option would be to out the system tray applet onto a child panel
of its own and have that child panel always visible.

As far as I could see, Kicker does not allow you to raise certain panels
with DCOP.

Personally, I use sounds for incoming messages, which would do the job as
well :)
