DA deleted the function that generates them and FC may have made the
package before somebody noticed that they were missing and I added them.

Thanks. I don't have the files but I used the prior replier's solution to
inherit them from the hicolor set. That worked.

You might want to check to see if this bug has been reported to Fedora.

It's not a Fedora-specific bug, since
kdeclassic/32x32/actions/kde.png
is (also) missing from the official/upstream kdeartwork-3.5.3 tarball
