Actually you could probably just hack the konsolerc file

~/.kde.../share/config/konsolerc

MatchTabWinTitle=true

Alas the item is in konsolerc, but setting it to true makes no
difference. I wonder if there has to be something else set as well?

I think it is the only option needed.
Here is the difference between the config files, I've only changed that
one option (Set tab title to match window title)

Maybe your distro's developers hacked something with kdebase :\
