FWIW, I achieve this with the following line in ~/.gnupg/gpg.conf:
keyserver hkp://wwwkeys.eu.pgp.net
And you could add the following line to gpg.conf (all in one line):
keyserver-options auto-key-retrieve include-disabled include-revoked
honor-keyserver-url
