I had the same problem with scandic letters, I got it fixed by
installing Finnish translations, even if I didn't actually use them. No
idea how that got it fixed, but it did for me.

I have the same problem with utf8 and German umlauts. It works everwhere
except in kde applications like Konqueror or Konsole.
What fonts have you chosen in Konqueror:

Settings -> Configure Konqueror : Fonts
Bitstream Vera Sans. Worked before.

I have it set to DejaVu and "language specific encoding". But I tried
explicit utf8 encoding, too.
