I have only run Fedora Core, So I do not know the differences between
distros. That said,
If you are referring to desktop icons,
Control Center->Appearance and Themes->Fonts-> Desktop (Choose).
You can choose the font and size.

To change the color of the fonts on the desktop use: Control Center->Appearance and Themes->Backgrund->Advanced Options
