I can't help you specifically, but this problem has popped up on
fedoraforum.org as well, and I believe it has to do with new daylight
savings and tzdata protocols.
If you search the fedoraforum archives (use advanced search and look
for 3 months and newer. maybe daylight savings+tzdata for search
parameters.

KDE simply is not obeying /etc/localtime which I configured for
Daylight-Saving to end in february,25. Somehow KDE believes that it has
