You could either make a .kde directory in /etc/skel (or whatever your
distribution uses) or put the appropriate config files in
$KDEDIR/share/config - that system-wide directory is read if no
user-specific configuration setting (in ~/.kde) exists for a particular
user.
If you need more specific pointers, just ask.
