[kde] special window settings

Often special window settings (stick on desktop, skip taskbar, etc) cannot
be met, if the application has been started through rsh.
Inspecting the special window setting panel, one can see that preferences
have been correctly preserved, so i wonder why the system has not complied
with them. As the special settings panel gets closed, specifications are
re-read and executed (the window is placed on the specified desktop, etc).
Any ideas to fix that mis-behaviour?
