Perhaps only the link file ist left out so try "kcmshell
kwalletconfig" for the kcontrol module.
For the commandline tools this should work:
kwriteconfig --file kwalletrc --group "Wallet" --key "Launch Manager" --type bool true;
kwriteconfig --file kwalletrc --group "Wallet" --key "Leave Open" --type bool true;
