SystemSettings -> Keyboard&Mouse -> Rate should be what you need.

No such animal in the version I'm running (Mandriva Cooker). I have only
Mouse and Keyboard Settings under SystemSettings -> Keyboard&Mouse. I'll
take it up with Mandriva.

Which version of KDE 4 are you using exactly? You can see it going to the help
menu in any KDE 4 application and clicking the "About KDE" entry.
