I also have the same problem as the thread starter (and I didn't even notice
until reading this thread :P).

Anyway, I was on Qt 4.4.2 before upgrading to 4.5 RC1 and notifications were
working back then. So I guess rebuilding KDE with Qt 4.4 should indeed solve
the problem.
