Like in Thunderbird, where I have top-level folders for every
email account, each with its own group of "Inbox, Drafts, Trash, etc"
sub-folders.

When you create a new Receiving account, you get a new top-level item
automatically.

I have 4 top-level items, reflecting my 3 ("disconnected") IMAP
accounts and local Maildir.

Doesn't seem to work here when I create a new POP3 account. It just goes
to "inbox" of Local Folders.

It only does that for [D]IMAP accounts AFAIK. See
https://bugs.kde.org/show_bug.cgi?id=97205

I see. So it's not possible :P I replied and voted on that bug report.

I know you're not the only one to have asked about this, but I don't
understand why it's a big deal. You can have folders for
Inbox
NoOneAccount
SentMail
Drafts
Trash
NoTwoAccount
SentMail
Drafts
Trash
and so on

the filter incoming mail using 'Anywhere in headers' on the appropriate email
address.

I assume you use different identities for each account, and each identity can
be set to use its own Drafts, Trash and SentMail folder. Isn't that what you
want?
