It should, but vsync problems on modern Linux boxes seem to be a
nightmare...
What video card driver are you using? AFAIK eg. nVidia has a similar
option for its driver which may override an application's request, and
driconf also has similar settings. Tearing in videos (xv) is most
probably independant from this setting and needs to be configured
elsewhere, with video drivers for eg. Intel graphics chips you need to
select the correct xv device out of the two which are known by X11 so
vsync can be controlled... :-/
