One former member of ftp.jp.kerne.org needs deleting

ftp.jp.kernel.org resolves to 126.96.36.199, 188.8.131.52, and
184.108.40.206. But 220.127.116.11 has very few files. Until recently
18.104.22.168 responded to ftp, and it still does respond to http, yielding
a surprising http error 404 when trying to resume an interrupted download.
NUCBA used to provide splendid service to the Linux community but it no
longer does so. 22.214.171.124 really needs to be deleted from the
