Nothing, packets are always rejected in software. :)

Yes, that should work for well behaved traffic. You have to leave
more breathing room compared to your provider doing the traffic
shaping for you, but it is also more flexible than one line for each
VOIP and the rest.
Still, I don't like the idea of throwing away those packets that have
made it through the bottleneck. :)
