Darwin Streaming Server by Apple for your "streaming server".
    http://developer.apple.com/darwin/projects/streaming/ (requires
registration on Apple's OSS developer "list"--free)

    mpeg4ip - http://mpeg4ip.sourceforge.net

Apple's QuickTime documentation has some suggestions for QuickTime web
development, but each format has it's own ups and downs. Also note that
clients have a large say in this as well, setting up players and
whatnots to support broad spectrums of streaming content, e.g.
RealPlayer can play Windoze Media and visa versa.

You need a video card too, but that may be an unspoken requirement. :)

Hope this helps. It's always quirky on Linux, where it was literally
"point and click" on Mac OS X with QuickTime Broadcaster, it was klunky
on Linux with MPEG4IP. But it works! Go for it.
