Monitor file change

Hello
Is there a way I can monitor a file, and if it's changed/updated by other
program, I can invoke a script ?
I know I can set up cron job, but I need it to be dynamic --> when the file
change, invoke a certain script immediately.
Something similar to xbiff for mail, but this is for a general file.
